There are no staves (with the exception of the starting staff for Kjartan) or robes (again, except for the episode one robes) because they already have yellow enchants on the base version of them. Crafting them is impossible when they already have yellow printed stats on them.
Ranged accuracy on staves affects spells cast by Kjartan, Kyera, and Vincent. The stats on shields and staves are the exception in that they apply to everything done by the character (normally, stats only apply to attacks made with the weapon, crit % on a bow for Selen will not apply to attacks made with her knife for instance). Kjartan's starting staff has a really good crafting result, arguably it's better for caster Vincent but he does not start with a staff. It can rarely be found as a chest drop though so you may get lucky.

Yep, I noticed it afterwise for Ranged Accuracy. Well, I guess the understanding will be for the next run as I reach the end and everybody is well buffed. My only problem will be to defeat Cortias. I guess it's not a mandatory fight but he may help a lot Fyona.

I have not been able to find the crafting rules page (https://startradersrpg.proboards.com/thread/17793/crafting-101-201). So I have doubts how crafting works. I have been deduced from your comments there are three types of crafts for each item. Using a tuning item only makes more likely to obtain one of the three options. But there is no possibility to add new characteristics in spite of the tuning item. I have been using the most powerful (and expensive) items for crafting thinking I would get the best results in that way. Now I feel i have lost a lot of money and good items. Am I correct?
