Well last night I completed Quick Contracts II on crazy. The unlock is "Smuggler officer special Contract ability". Now, going by the forums, the smuggler officer is the same as the scout, found in the wilderness. So what does the unlock do? Do I need to hire a scout and go looking for contracts?

That's a great question. Unfortunately it's one of those that got buried and never got answered. Mainly because very few people noticed it and once you unlock it, it really doesn't matter. If I understand what you're saying, what you meant was, the scout officer is already available to hire even before you unlock this challenge. Is this correct?
Looking back during the first week I started playing this game, I remember hiring the scout officer one time, even before learning anything about the challenges.
Can someone verify this?

Yes, that's what I mean - could get scout before unlocking this, so what, if anything, does it unlock?

The unlock enables the Scout Officer's abilities to function with a 50% bonus. I will dig up the list, it is in the current draft manual.

OK. Would maybe consider changing the unlock text on the award to something a bit clearer (or put it on the list of the other 10000 things to do).

I thought the scout was really only beneficial for explore/harvest activities. As a smuggler, you tend to do less of that and more of the ... well smuggling If anything, it should boost the ability to get good rumors (short distance, more timely).
