Help with New Ship Purchase

I designed and purchased a new ship on a planet without a dry dock.  The new vessel shows up on my list of ships but how to I change over to it?  Can this only be done at drydock and does this mean I just spent money on a ship I can't access?

What does it mean - it doesn't have a dry dock? Every inhabited planet has a dry dock. It becomes accessible after you buy the ship.
