strength count to leveling?

i read in many  guide, several years old guide btw, that strength is not counted to leveling, so a captain can have like 200 str but still in low level 

is leveling change? coz in my captain build str always count to leveling

i try it svrl devices, phone, tablet, and pc(androidx86 and phoenix os)

Yes, since v6 strength has been counted to level just like any other stat and stealth has been reduced from 2 to 1 in the equation. The help file just hasn't been updated ever since the feature got introduced.
