Ship customizer pricing

So I tried to minimize the amount of money wasted when creating a custom starting ship and ended up with a ship that was just within my budget. Starting budget was $118,000 and the ship came in at exactly $118,000. I tried to submit the starting ship design but the game told me that my captain did not have enough credits to complete the transaction. 



Unrelated to the bug but if ST gets updated I'd like to see the left-over money go into the captain's starting money.

If I may ask, why are there repeats of ships in the ship designer? They're mostly just repeats of the Vae Victus but I've seen a repeat of that long green ship with red sails as well.
