I always thought of it as a reward from the guy you saved. But I guess I'd been assuming that meant I'd been using my [negotiation|intimidation] on the enforcers. Natural since I'm viewing myself as a hero.
But I guess it could easily mean I stepped up to help the enforcers. If they don't want my interference then they attack, and if my skills are up to convincing them I'm on their side they reward me with their bosses V-chip.
Mechanically it looks identical, so it's all in how you fluff it in your head. {I know, resist the temptation to make that joke}
Fascinating, and indicative of a good design.
