Is it ever the case that you get something for coming to the citizen's aid other than a meeting with assassins? I cannot remember ever having something positive happen.

This is true of all random encounters -- if it goes to battle, you can loot the corpses. But other sorts of encounters 'You see 3 enforcers terrorizing an innocent' and '3 men walking towards you with purpose' for instance, have a positive outcome that happens sometimes even when you don't have a battle. They give you money or V-chips.
But every one of my 'confront's to 'citizen in distress' has resulted in a battle, as far as I know, and every one of my successful evasions gives the message 'you avoided assassins'. Since I don't care about corpse loot all that much, and you get the same amount of experience for sucessfully avoiding a battle encounter as you get for winning the battle (1 point) I don't see any reason to ever come to the aid of citizens in distress.
This made me wonder if this is a game bug, and if there _should_ be some positive encounters that start this way. Which made me decide to ask if anybody has seen any.

Nope. Its always a battle. Its basically the same than "three men following u" expect that you can sometimes get a v-chip later on. "we will never forget you"

Nope -- False, it is NOT always a battle.
It is always a battle if you fail the skill checks.
How are your Perception skills?

I have gotten v-chips on all above mentioned encounters, per 8.

I made a triple check of this -- they are all possible to get v-chips out of, some just need different skills.
soon i will make it list the skills so you can think "hmmm, I am good at this so I should push my luck on this encounter"

If you confront every 'you see three enforcers terrorizing an innocent' you will soon have a nice stack of V-chips.

Yet it's somewhat depressing. You either get "This is an ambush!" (which in itself insinuates that there might be no citizen in need in the first place, as it's all a trap), so you can either escape and leave that poor sod to dogs (that is, if he was there) or shoot everybody, rob corpses, and get rep/heat penalty. Or you get a V-Chip - which is useful, of course, and an XP point comes in handy, but it also means that you take the bribe and allow those tugs to proceed with that sod as they were. Either way, you turn to be either a doofus or a jerk. If not both. There's simply no outcome where your standing up for a citizen in need produces something good for community and a warm and fuzzy feeling attached to the reward.

I don't have the exact toast present right now, but i always assumed you scare the attackers away and get the victim's V-Chip.

*chuckle* I didn't look at it this way until actually writing about it, but yes, if the message was just a bit more clear on that the V-Chip is a reward from the saved guy, it would solve the issue. Although it still bites to get a rep penalty for a supposedly good-intended deed if the fight takes place.
