Cadar: Eager to throw their weight around, Cadarian Military Officers and Zealots have an additional -1 hostility unless the player has a Cadar Rank, Permit, or Edict.
I like this idea because it reflects Cadar's place in galactic politics, putting military pressure on others to conform to their wishes.

SSC: Level 4 Edicts and Level 10 Military Ranks each add +1 level and a bonus skill point to Swordsmen, Assassins, Wing Commandos, and Zealots recruited from SSC Contacts and spice halls
The idea being that SSC needs a buff and this would be a later or midgame boost to SSC favoring captains that want boosted blade users.

Efficient loading/unloading procedures makes sales and purchases of goods on Alta Mesa legal exchanges take 50% less time. This should be switched to purchases (only) of goods from AM legal exchanges take no time, now that it takes exactly 1 turn for either activity. Maybe a different faction makes more sense here though.

A small one for Mok:
Sales (legal or otherwise) on Moklumnue worlds exceeding 10k in profits increase the influence of local contacts by 1 point. (2 week cooldown, probably hidden.)

De Valtos Merchants hold great prestige in their circles of influence. Acknowledging De Valtos merchants with hostility of 3+ grants 1 reputation with De Valtos.

Steel Song:Assassin, Wing Commando, and Bounty Hunter recruits gain +1 levels at 100, 250, and 500 rep, and are always available to recruit at spice halls with 1000 rep Javat:When purchasing a new Military rank, entire crew gains some morale, but takes one extra turn as the Javat promotion ceremony includes a lavish spice party ...No additional bonuses in the game can reduce ship prices. Hmm... what if the contact ship discount was reduced from 15% to 10% and Alta Mesa worlds gave a 5% discount on ships? Efficient ship production is Alta Mesa's greatest strength, after all. Currently, I feel it is never worth buying a ship anywhere besides your faction's Prime world because of the High Prince discount, as 15% is a lot of savings for the price of a ship, so it may be reasonable to slightly reduce the contact ship discount anyway.
