I'll followup with justification later. I propose jettison cargo be changed to drop 15 random cargo or (50 - negotiate)% cargo, whichever is greater. This would replace dropping all of one stack.

As it currently is, you can fill up your hold with 1 biomass, 1 scrap, 1 duranium, 1 medical supplies, and max - 4 RTGs to have an 80% chance of a damage-free SotV that costs no fuel. There's a chance of losing what you're after but it still seems too spiky.
Another situation, you could always fly around with 1 biomass so that when you have an otherwise empty hull, you still have a free SotV versus pirates until you hit the next port to re-purchase poop.
After some thought, I think the talent should function a little differently than stated:
"Drop 10 cargo or (50 - negotiate)% cargo, whichever is greater. Must have at least 10 cargo on board to use."
The cargo selected would be random across all units, not just across types. This would nerf a couple use cases, but would also benefit cases where you're only carrying high value goods but cannot afford a particular fight -- you could lose 40% of your hold (Assuming Negotiate = 10) in return for your life, which will bite, but you'll probably break even still, instead of losing it all.
The rationale for the Negotiate skill impacting quantity is effectively bluffing that you are dropping higher value goods than you really are. Not a huge game changer with high skill, but would add another minor benefit for Negotiate.
