Can someone tell me the rep requirements for this award please? I think I took mine too low (-120 in 2 factions) and got vaporised immediately. Asks for wanted criminal & I gave it syndicates' most wanted! ;D

I was Star Hero in all factions before I began. When I got the Banned Person toast I was still rank 15. I assumed I'd need to lose military rank to be a criminal but never saw a Wanted toast. Is it a specific negative number I need to reach?

If you go to status->factions and scroll down to where it shows rank, trade permits and death warrants, it also shows the wanted flags. You need -ve rep with at least one syndicate and one house.

"criminal" flag means overall criminality over clans/syndicates. You can have +100 rep with thulun, +-0 rep with javat, and -100 with steel song. Then steel song clans court members will protest and make javat confined that you are bad. So 2 factions on the court say to ban you, and 1 faction to not. So yu become a criminal.

Yeah, it's something like an intergalactic G6 Summit Tea Party where they discuss the fates of Captains over Earl Grey and scones.

I see. Thanks for the explanation.
So best idea would be two +1 & one -3? Is a -1 total enough to get flagged?

I think you need about -22 rep to get the wanted flag. you should get a notification when it happens, something like "warning! you are now a wanted criminal"

It doesn't matter how +ve your relations are with your friendly factions, it is a simple question of Do you have a wanted flag in Clan and a wanted flag in Syndicate. If yes, wait around for 22 years, periodically checking in with the hall of records to see if it's been long enough.
So this means you can have +500RP in Thulun and Javat, and -40 in Steel Song, and so long as you have the wanted flag the clock has started ticking.
Next question - can you actually have a -RP with a faction but NOT have a wanted flag? Short answer is yes. Longer answer is ... it's possible because if you haven't actively attacked a faction's ship, they won't stick a wanted flag on you. How do you get negative RP without attacking a ship? If you do a sell restricted goods during a trade embargo conflict, then you get -RP, but no wanted flag.
Also, if you sell records during a spy war, you also get -RP but no wanted flag.
Finally, you can do blockades and surveillance activities, and so long as you don't actually get an encounter, you can remain flag free.
