I would like to know how my crew is doing with 'the learn contacts' traits' talents -- diplomats' expose quality, spies' close observation, commander's shrewd dealings, and maybe there are others like this.

But if they don't go into cool down, then maybe it is less needed. At least what I wanted to check was 'are they ready'.
