During a Civil Unrest rumor, you cannot recruit crew from that zone, and there will be a message saying something like "rioting has shut down the spice hall district" if you try, but if you try to recruit in a zone with low Starport rating, it will say something like "Starport is too small to for recruits to gather".
So which is it then? Do recruits come from the spice hall or starport areas? If they are recruited from the starport, then Civil Unrest should't block recruitment, since starport services are still available, but if they are recruited from the spice halls, then the zone minimum stat for recruiting should be Spice instead of Starport.
