Including carbine-esque Snipers

Basically i feel that snipers are just eating too much of your initiative for sometimes not outright killing the enemy. That is ofcourse including the fact i'm in stealth.
So proposal. Same weapon only that the initiative cost is lower and also the piering is lower. You can also decrease the damage too.
And i'd like to see others take on this aswell.

So they would be like HMGs but with more Accuracy and no AoE attacks?
