Create an activity similar to orbital salvage but more elaborate.
Starts either as a base rumor or a story vignette.
May involve a prelude like a brief mission or a ship fight when you enter the orbit of the location.
How it plays out. Reportedly there is no ship/base bombardment so this will be a card game / crew combat. If a card game you could get a card similar to "mission success" and then you get into the CC.
Dual/triple stages of crew combat with varying difficulties (general difficulty depends on the caliber of the base). You can try a stealth + electronics roll to sneak in or a stealth + charisma roll to bribe/talk yourself in, avoiding the first rounds of combat. Between each few rounds of combat, you are given options (talents?) to either grab some extra loot or to heal your crew or to withdraw if you think you need to abort the mission.
Oh, the idea is like the opening scene from Return of the Jedi. But you will need different mission types or goals. The pirates obviously want to loot/cripple competitors, but if you're not attracted by the dark side of Shalun Law you could of course raid smuggler bases to find if they are storing any contraband and whether all the taxes are paid and so. Or maybe you want to free a hostage, steal an artifact...
