I am playing as Mok, which has two conflicts, one against De Valtos and one against Thulun. De Valtos likes me, Thulun hates me. I am in a Thulun quadrant orbiting a Mok planet, patrolling. Five times out of five, when I got a card to strike a blow in a conflict, it was against De Valtos. Is this awful RNG? Usually I see the game choosing based on the lower faction rep, or based on the quadrant owner. Shouldn't some of these have been blows against Thulun? If not, what other things should I try to get cards against Thulun?

You are patrolling a Mok planet. Patrol is a positive action. All actions are in support of Mok.
Want to support Thulun, patrol on a Thulun world.

I wanted to get "strike a blow" against Thulun by patrolling at Mok, but I got 5/5 strike a blow against De Valtos. Does it matter what type of conflict either one may be? For example, the Mok-Thulun conflict was an alliance. Do you not get "strike a blow" for an alliance?

The Conflict cards can affect Alliances of both types.
