It might be fun if the Diplomat's conscription talent raised morale only 50% as effectively as the Quartermaster but revealed a trait at conscription time. (No raised attributes)

I find it a lot easier to manage when different jobs have a talent with the same effect, rather than fractionally different effects. Like, both gunner and navigator have the same tactics saving roll. Then I can remember I have a group of two interchangeable things, instead of two slightly different single things.

True, this would require two different conscription buttons which is more work and UI diversity than it is worth. I see your point.
