I think it's not apparent enough for the players on how heat is lowered.
Also, I feel that there should be some quicker way to lower Heat at a higher price with larger trade-offs/risk.

I think being active should increase heat, so no reduction in general heat for travelling through a zone. Plastic surgery shouldn't have any effect on general heat, since facial recongnition should be 'too hard' for the spy camera's AI. See the conversations to get the Aztek preferred customer big gun -- everybody is alreadyu altering their appearance a lot, so AzTek needs a good camera shot in order to identify you. If they could have done so without using the up-close camera, then they would have done so.
But as for 'fixing heat by general hacking' -- a sufficiently skilled hacker should be able to get into the AI system that is trying to keep track of people and not so much 'remove dirt' as 'add smudges'. Which I assume is being done, constantly, a whole lot or else the AI would be *better* at recognising you, and heat would never wear off at all. Also friendly hackers in neighbourhoods where you have a good rep are *already* muddying things for you so that it is harder for the AI to find you -- this is why you don't have so much heat in neighbourhoods where you have good rep. But I think that doing this undetectably requires near encyclopoedic knowledge of the neighbourhoods involved -- otherwise what you do will stick out, and make you more noticeable. So it's better to leave it to the Zone expert hackers.
In short, I don't want ways to reduce general heat -- II think the game got a lot better when heat got a whole lot more serious, and sleeping it off was no longer a matter of 'spend 1 night in any hotel'.

Hacking definately!, plus I should be able to go to the various authorities residences and intimidate them with a chainsaw sword and a hand cannon into forgetting the bad...bad things I may have done. ;D

What are they going to do when you are away? TELL EVERYONE THAT YOU THREATENED THEM! Kill them? EVERYONE KNOWS YOU DID IT! So, its a bad idea, kind of like "If you forget that im bad i will not kill you!" ... What?

You never been to the ghetto? People will keep their fool mouths shut for the rest of their short lives if they know what's good for them...a chainsaw sword makes that easy. ;D

I totally understand what you're trying to say, grav. I was just speaking up for one of my CKs who was dead before he could afford a safehouse. He got Burnt by spy attacks twice in his short career, raising his Heat to unmanageable levels very early on in the game with no way to reduce it other than to crawl his way through every map and sleeping at every cheap motel he could pay for. Suffice to say that he was an unnatural freak of bad luck, but shit happens and now he's dead with a grievance which I feel that should be aired. Oh, and I wasn't saying that Heat should be in anyway nerfed. I'm just saying there should be alternative ways to cool down- at a price. For instance, 1) Rhinoplasty is gonna cost... a lot. 2) Hacking, if failed, is gonna bring you more Heat than you originally have. Something like that.

Definitely getting burned twice earlly on is particularly difficult to recover from, though I have found that staying in the B-street Extended stays, Dockside Hotel, the Howling Sea Inn, and then the Harbour District Hilton, is usually enough to get your heat to the point where you can get Benni to drive you to other Inns with phones.
If it is early enough that you don't have enough money for this option, then your skills are also poor enough that I don't think that you could hack your own heat successfully.
