Witness Protection can be completed in reverse order

I went to the destination of Witness Protection before picking up the Quartermaster. I was paid for a "Decisive Action" that didn't have mission text defined. Now I'm on my way to the remaining objective... picking up the passenger that I already dropped off. Windows 10.

I *did* have a negotiator onboard already, but not the quartermaster for that questline.
