Currently if you stack 5 C-12 rank 4 components you'll have 15 * 6 = 90% Small craft dodge. If you have a couple Piloting module 4s as well you'll have 99% (because 100% is hard-capped). This is nigh impossible for bombers and aggressive interdictors to combat. Even if they have 100% accuracy, they'll still miss 99% of the time because there is no opposing roll -- just two consecutive rolls in favor of the defender. If the foe also has their remaining slots filled up with Defense Matrices and +Pilot or +Electronics gear (and perhaps is a Smuggler/Commander with a native % bonus) they can basically avoid being hit by capital ship attacks as well. If this is the case the foe cannot debuff the craft dodge of the capital ship because in order to land any minus craft evasion attack, you'd have to hit the ship first, which you basically cannot do. Thus there's no real counterplay.
I propose the following:
Drop the C-12 rank 4 craft defense down to +14%. Then six of them will only reach 84%, requiring a seventh to reach 99% or three pilot module 4s.
More importantly though, If a small craft's accuracy exceeds 100%, have it start eating out of the capital ship's craft dodge at a 1 to 2 ratio. So if I can raise my bombers to 120% accuracy, and my foe's craft defense is exactly 90% it would drop to 80%. Then the game of buffing/debuffing craft accuracy becomes interesting once more, as it isn't a non-issue even if you've maxed out your craft defense to 99%.

C-tak 4 actually has 22% craft dodge bonus, not 15%. Although, that does seem very high for a single small component.

Thanks for the feedback! We'll definitely be balancing out these components in further releases, lots of small tweaks being made as we go.
The concept of overpowering the attack roll sounds great, added to the list to consider later.
