salk - maybe post a screenshot or two! That doesn't sound like the experience any other player is having with the game. Might be a bit of confusion here -- your actions don't "spawn" Contacts. All Contacts in the game are present and active, taking actions and spending Influence points regardless of if the Captain knows about them. You can do Missions against dozens of Contacts you know nothing about, and they can rise, fall and die without your Captain ever meeting them. Your actions aren't spawning Contacts at all. Depending on the card, they might reveal local or remote Contacts. It all depends, really, on player action.

Just to be sure. Have you checked your filters? Perhaps you have contacts you are not aware off because they are filtered out?

Ended up flying to a Rychart planet to develop "by spying" a Rychart contact....
Unless someone tells me otherwise... A random contact skill like Spying, Patrolling, Spice hall APPEARS to only Reveal someone of the same faction? and not someone cross faction.
My results were very static and very repeatable
Cedar spice hall, spying, exploring - Only revealed Cedar contacts Thulun spice hall, spying, exploring - Only revealed Thulun contacts Zerin spice hall, spying, exploring - Only revealed Zerin contacts
Spied once over a Rychart planet BAM!! Rychart contact
So nothing wrong with my filters... just played the game as a trader and found a oddity (it appears) that Germans only know Germans, Russians only talk about Russians etc. Now this may because I let passive skills reveal contacts.... So maybe I should have payed for contacts and invested less points in passive skills

Ps. If you have ever seen how a virus spreads in a simulation... that's how I though contacts worked... A Thulun in the spice hall knows 5 Thulun contacts, 2 Rychart contacts, 1 Cedar contact and Zero for everyone else.... So randomly I could learn any of the 3

To me, these are the least common ways of getting contacts. You may be right that the occasional mini-game card which reveals a contact only reveals from the same planet. But, 90% of the contacts I get are from e-techs and navigators. I am sure these must be from all factions, since I regularly get contacts from factions with no planets I have ever visited.
I would like to know if you are right that the exploring mini-game, in particular, only yield contacts from that faction. That would be weird, because exploring and getting a "remote seam" can give you a so-called reward which is 20 jumps away. I have said this before, but I wish remote seams didn't exist and the exploration reward was always local. After a long round of exploring at several planets in one quadrant, I wind up needing to go all over the galaxy to pick up any rewards.
