Both in real life and in films Casablanca, Schindlers List etc... you can still develop contacts with people in other factions even though there is a war going on.
Having flown around for a while it seams as if there is a block on gaining contacts when you have Negative rep with a faction (which locks you in the Rep death spiral) Please allow non-political contacts to develop in factions we have bad rep with Spice merchants, Explorers, smugglers etc. people who still have a day job and tend to ignore politics
This would reflect real life in war times and also allow players to slowly rebuild damaged rep from story missions Example negative rep 300 x 2 ÷ 10 = 60% less reputation reward for each completed step for a mission

Low rep doesn't prevent you from gaining contacts from a faction.
However, it can make gaining contacts from them more difficult if it restricts you from activities that you use talents to gain contacts with. For example, if your rep is too low to trade with them then there is no way to use the Merchant's Market Confidant talent.

There is no lock at all, no. The simulation engine does not look at player state at all for anything.

Very strange as I fly through enemy systems all the time landing on 1/2 faction planets and in 10,000 moves and 200+ contacts not a single person knew someone in Rychart or Steel song
It's behaving as IF Faction A contact is only giving out Faction A contacts and not a cross section of the galaxy
It's feels like more of a cult and less like Mos Eisley
Maybe I'm very unlucky

I guess my question is this... when I gain a contact is there a 5 or 10 or 20% chance it will be cross faction? or is it Zero? Luke (Hut) Han (Imperial) and Ben (Rebel) sit in the same spice bar... Can they even see each other? If so that would make the PLAYER the only person in the universe who talks cross faction OR am I really Really unlucky?

Once I have high level navigators and e-techs with the talent to find contacts, I find I have contacts of all factions coming out of my ears. I suppose it could be that in your game, those two factions have lost a lot of conflicts, which frequently results in their contacts getting killed.
If you want to get a contact with some faction, check the list of your existing contacts who offer introductions, and see which of their potential introductions look interesting. Then you can get the introduction and get the contact. Also, as indirectly mentioned above, you can use a merchant with Market Confidant to target their planets.

I as well have contacts coming out of my ears, despite having only purchased one contact early game and I now have over 200+ contacts.... But have never gotten a single contact cross faction as far as I can tell...
I'm figuring my game is gimped somehow as Star Traders: Xenophobe edition is probably not the way it works? With Russian spice traders only knowing Russian spice traders would be a little odd... in a space fairing trading game.
So my question is When I gain a contact is there a 5 or 10 or 20% chance it will be cross faction? or is it Zero?

"When I gain a contact" is about as vague as you can be *How* did you get that Contact? Spying? Patrolling? New Game? Introduction? Exploring? Trading at the Exchange? Story? Using a Talent?

Sorry, but how can you have 200 contacts of just one faction? What do you mean by "cross faction"? You had said before that you have no contacts of Steel Song or Rychart, which means you must have contacts from the other six factions.

"When I gain a contact" is about as vague as you can be *How* did you get that Contact? Spying? Patrolling? New Game? Introduction? Exploring? Trading at the Exchange? Story? Using a Talent? All the above besides starting a new game... that why I'm asking questions... as right now it appears I only get contacts of the Planet\Faction I'm on. It never looks like I get a Clan Javat person telling me about a Steel song contact.... so 200 random contacts and I've never gained a single contact at a spice hall for either faction Rychart\Steel Song

Yup all but the two I've mentioned... and none of my spice hall, or exploring, or spy generating contacts have gained me a single contact... in Rychart or Steel Which is why I'm asking... "Cross faction" would be a Cadar spice hall patron saying "hey my bud on a Steel song planet is selling guns....

salk - maybe post a screenshot or two! That doesn't sound like the experience any other player is having with the game. If you're looking for a Contact of a faction, try Spying or Patrolling over their faction world. Can we offer you a refund?

I really doubt there is a bug here, but if you'd like I can pass your saved game through the BugCheck. We've run thousands of games and map through it over the past two years and it has helped us find and fix bugs along the way.
I am sorry to hear you are having such a negative experience with the Contact system. This is something we monitor carefully across all players and platforms and we're always on the lookout for problems.
The simulation is indeed complex and a player's interaction with it is high variable based on their actions. I'm happy to investigate if you send the save to me via email or dropbox.
