Many ships have default builds with armor ratings in excess of 25, meaning they have the maximum 60% armor (without talents) out of the box and then have wasted points. This is achievable with shields too but is far less common and isn't present on any ship out of the box to my knowledge.
Armor and shielding strategies are doing comparatively better in recent patches, mostly due to Jyeeta bombers. However, I think we could make a small adjustment to the game to give it a little more power and avoid the wasted armor points on some ships. Raise the standard and talent-boosted maximums for armor and shields by 5% each. So 65% and 80% maximums. To make smaller ships that cannot stack this high balanced, and to slightly shift things in favor of them again (it seems like large ships are owning the meta at the moment) I would advise a minor baseline armor and shield boost on all 3.2k and smaller ships at the same time as this increase.
This would leave the natural maximum requiring 31 armor rating (+6) and 62 shield rating (+12)
Just a thought.

Thanks for the feedback and suggestions! As it stands, over Armored ships have redundancy during ship combat.

There is if you get it from many components -- if those components take more than 60% damage your soak doesn't fall apart.
Armor/Shielding on the specific component also helps *that* component, regardless of the ship total.
Further thoughts welcome.
