Contacts of questionable utility

If I had to describe "The most Star Traders: Frontiers peeve ever" it's this:

You have a Contact that give Discounted (Medical Services/Repairs/Spicing)

Homer: "That's good!"

Said Urban Zone does not have requisite (Doctor/Shipyard/Spice Hall)

Homer: "D'Oh!"

Just idling wondering if such contacts that give discounts in places were you can't use them are compensated in any way.  Like having a trait that gives the option of another recruit or something.

Maybe it's just having medics show up on planets with no medical services is more common because the usually distribution of facilities goes Fuel > Spice Hall > Shipyard > Medical

Yes, this is something that can happen within the rules of proc gen. Not everything is perfectly aligned. Sometimes you find a Contact who can offer high Military Rank but they aren't on a military center and therefore can't sell the top rank either.
