How the heck do you get your mental health restored? Use to rest up in your safe house and pretty much restore both physical and mental health, but not any more…
What I am missing?

Mental health (measured by MP) is pretty easy to restore. Sleeping in a hotel, or safehouse, isn't the answer you want.
I suggest Stims, or Hed-Lozz. Both will raise your MP up, and stims come with the advantage that enough of them (for me it's three) leave you Stimmed Up. Hed-Lozz (spelling?) gets you more MP per dose, but doesn't stim you up (that I'm aware of of) AND costs one HP per dose.
For me it's pretty straightforward. My knights start off every morning with a tasty breakfast of stims! Three doses full please.
A good morning starts with a good breakfast, and a good breakfast includes stims.

Sounds like a VERY GOOD Breakfast to ME!!!!
So what causes it to drop to a certain level? To many implants?

Well, off-hand, two things spring to mind.
1. Yes, getting an implant will reduce your MP. (any surgery, whether getting or removing an implant, will reduce you to 3 HP, 3 MP, and leave you exhausted)
2. Getting hit in a fight. (some hits do damage to HP, some do MP, and many hits do a little bit of each kind of damage)
There ARE other ways to lose HP & MP, like having a bit of the dome drop on your head or nearly getting geeked by a sniper, but surgery and combat are the most common ways (by far) for me to lose HP or MP.

if your mp is under 5, getting the doctor to heal you will also restore mp until you reach 5, as long as you have hp to restore as well. So if you have hp9 but mp 2, after just surviving a fight with dogs, the doctor won't help you. at 25Y a point, it is cost effective.
Note, you can stim yourself up to whatever level you like,it does not max at 10, but i don't think that any points over 15 make you perform any better. But it is useful if getting chewed by dogs and zapped by robots is a real problem for you. But the approach -- let's stim me up to 40 so I don't have to worry about this ever again -- is a bad idea. The next time the roof opens and drops toxic waste on your head you will loose all the mps you put in, so it's just a way to waste money.

It seems that I was stuck at 7 mp and never could get above that. Using a stim seem to restore me back to 10 mp, but it seemed like in older versions of the game, it would restore back to 10 mp after resting a day or two. Didn't know if this was by design or something else because my character is now loaded up with implants.
Either way, I wanted to see how to best restore it.
Sadly seeing the doctor did not help....

Ah, I see.
Yeah, the game changed underneath your feet. Hotels (or resting in them) used to be the big healing. Nowadays it's "'docs 'n drugs".

Staying in a hotel or safehouse should raise your Knight and all Runners to 7 MP.
