I just started playing Star traders again on my phone and I have noticed that certain level 11 and 15 talents are not unlocking when they are suppose to. For example I have a level 17 navigator and it won’t allow me to give them the flash charge talent.

Can you post a screenshot? Most likely you hve a level 17 *character level* but do not yet have 15 Job levels.
