So I understand that danger level of quadrant and jump gates is higher means harder but what is the range? Like 1-20? Basically what is the highest danger rating for things so I can gauge difficulty.

In most cases 10 Danger indicates very dangerous, and above that the danger level increases less linearly.
Something reporting 20 Danger in-game is way more dangerous than twice as dangerous as 10.
0 = "Very Safe" 9 = "Deadly" 10 = "Very Dangerous" 14 = "Double Deadly Dangerous" 20 = "Quintuple Deadly Dangerous"

I think it is more like
So, 10 -> Try to destroy your ship 14 -> Work Hard at destroy your ship and try to kill you in the process 20 -> Ship destroying and killing zone
