The size of the plan windows is too big to see more than 3 on a Galaxy S10e. I wasn't able to scroll and so my pilots effectively had 3 options each even though I had trained them all in 4.

Apologies, it is still on the list to fix. Workaround is to retrain down to 3 plans.

I'm not sure whether you get too many flight plans at lvl40, but if that's the case, you have to train the 3 you want to see last.
The 3 plans you train last are the ones you see in ship combat.
