Not sure if intentional or not, Intel impact on conflict

I noticed that the side that gains in a conflict is decided by whose intel it is, not who you're selling it to, which seems off(?)

ie; Zenrin vs Cadar

5 units Zenrin intel
5 units Cadar intel

Logically I would expect selling all of it to Cadar contacts would benefit Cadar, but selling the Zenrin tagged intel raises Zenrin score.

Can you post a screenshot or more specifics? As it stands, I am not sure I follow. We'd need details on the exact intel, conflict type, contact you sold to.
