Looking at it I can't see any reason to choose it over other rifles. Shotgun with roaring barrels dominates in slot 2, LMG leaves more initiative for debuffing and formation control, and the sniper rifle fills the big gun role at the cost of aoe attacks(except grenade launch).

Full Auto with HMG is a rather high-probability way to kill two human foes before they get a turn. Also, there's a small variation in HMG init so the exact one chosen matters. Against Xeno, hitting with more penetration matters a ton. They can fire from all positions with roaring barrels as needed, unlike sniper rifles. Also a 2-4 init advantage over sniper rifles can be the difference between two attacks and one. Finally, there are some characters with more strength than quickness, and they'll be more accurate with HMGs.

HMGs are very popular weapons. It all depends on the strat you are using. I think the fans of HMGs might tell you that formation control and inititive debuffing are for combat teams that don't win quickly.
