It would be nice if the card talents could also be used on green cards. If that is not possible then a late game talent ro reroll green cards. Sonetimes you just want the pirates and xeno, not the repair or refuel cards.

No, you can only reroll risk cards.
If you want Pirates or Xeno, try other operations (Patrol) or hire a Xeno Hunter.

Then how about rebalancing Patrol so it gives more pirates/spys/smugglers instead of ships that tank your Rep if you attack them? If you are patrolling, you are looking for illegal activities. Blockading is what you do to steal.
Also putting Military Ship as a Red Card if you have Rep with that faction?
