Can't complete contract, don't know why

I'm a star trader for De Valtos. Must complete contract at The Dock in Thulin Prime (neutral).
When I arrived on a planet, the urban area highlighted red.

The dock however, is grey. There's no indication whatsoever as to why. In game text says I should use the dock because of damage. No info on restrictions. Any idea what's going on? There's no pardon option in the palace - nothing that would indicate I need to do something first.

Yup, check your rumors. There may be an event that is causing the dock to be closed down. There isn't much you can do in that situation except hope that the rumor will clear before the contract expires. It is likely that the contract will lapse first.

Another gotcha is to double-check the wording of your contract. Sometimes you are actually meant to to go into the wilderness of a planet, and you keep going to an urban area expecting to complete the contract.

It was a rumor! I'm sorry then, not a bug.

It certainly would help if the planet-intro-text was modified temporarily by the rumor. Complexity of this game is amazing! Thanks!
