The upgrade time on the highest tier cargo bays is 15 weeks. Other cargo bays still take a substantial amount of time to upgrade. This rules out early-game niche picks of massive cargo holds for Merchant starts due to the difficulty curve exceeding the gains from the cargo hold in the short term. I propose all cargo bay upgrades be scaled down 1/3 in time so the highest tier takes 10 weeks and the others appropriately lower as well.
