As a faction-specific bonus for a faction that needs some help, De Valtos contact recruits should take 0 turns to select, instead of 1. This would represent the corporate databases of resumes on file De Valtos would be likely to keep. It would also give a feel of people as a commodity which is strangely corporate-De Valtos feel as well.
