Empirical Tell has two weaknesses compared to the E-Tech talent. First, you land on non-wild zones with much more regularity than you land on wild zones. This is fine -- the talents aren't supposed to have 100% parity. However, the trick here is that you don't have to land for the E-tech talent to fire. You just have to do a 0-cost flyby of a system. It'll also effectively fire on wild zones at that point.
I suggest raising the base chance for Empirical Tell to 15% (up from 10%) to distinguish the talents further, and make it more attractive overall.

Thanks for the feedback! Rumors are specifically harder to get from a Wild Zone on purpose. It's quiet there in the wilderness. Urban zones are buzzing with secrets.
