I assume the risk factors of military, tradelaw, (planet & starport size for patrol) mean higher number = higher risk, but we all know what assuming does...
Now that I read that and think about it small numbers = higher risk for patrol and the opposite for spying seems to perhaps make more sense?

Military might be initially irritated with your patrolling if you aren't a proven helper. Large planets mean more surface to cover for their orbits. Bigger starports mean more ships and more unknowns to run into.

Larger numbers always increase the risk/reward.
