Strength blades are hard to justify if you can get a quickness character via any means. But besides that, there are no level 9 salvage strength blades!
Suggested stats for a level 9 salvage strength blade:
7 init, 57-66 damage, 8 accuracy, 20% piercing, 10 parry
This would be a sizable boost to minimum damage, leading to a very reliable blade. Accuracy takes a single point hit form the level 8 variant, which is hopefully not needed at the level you'd acquire this. Add a modest piercing bonus of 2% to sweeten the deal. No change to the already exceptional parry.
Suggested name: Viguer Deathblade or, Viguer Widowmaker
