Hope I've put this in the right thread because this feels like a bug.
Bought all DLCs within the ST 4X app on my Anroid phone, which opens Google Play to pay, but I can't access those DLCs on my other devices.
If this phone dies, it seems my purchases are all lost, with no warning that would happen.
If this is by design and I'm screwed, please let me know so I can stop chasing rainbows for solutions/answers

No, that's not how Google Play purchases work. They are tied to your ACCOUNT not the device.
You need to sign into Google Play on the other account, and then Download your purchases (via Google Play.)
Your purchases are good on unlimited devices for as long as you use the same Google Play account.
This isn't something that we control, it is all handled by Google Play and Google Play Services.

I'll echo what Cory Trese says...the same holds true for the iOS App Store. As long as the devices are signed in to the same Apple ID used to make the purchase, the IAPs (in-app purchases) will be usable on those devices.
On iOS however, you can use a different Apple ID strictly for purchases...this would be a different Apple ID from the one that may be being used for all *other* aspects of your main Apple ID (using Find My iPhone, iPad, Mac, syncing note, reminders, calendars, etc).
I don't know if the Google ecosystem allows for something like this (since I'm under the Apple ecosystem) but if it does, it may be something to be aware of as far as purchases go.

With Android, so long as you're logged in with the same account you should be golden. If you find that the DLC is not showing, click on the purchase button in-app. The request will go back to Google and it will almost certainly say "you already own this" and let you have it with no additional cost. Let us know if that isn't the case and you're charged for the purchase

Just typed out a lengthy reply with screenshots about further failed attempts on each device, and I just saw the "Restore" button in the ST4X Store. Took the leap and clicked it... every DLC choice updated the $___ on the right side to "Purchased". ST4X then downloaded all DLC content.
I feel like a dummy, but wish the button said something more pointed like "<Display <or Refresh /Download /etc> your DLCs". Ya know, for grey-haired stoners with brains that need a hamster wheel to tune 'em up again. I try to code and create GUIs for jello brains like me.
