Gunner Rank 1, 3 week cooldown Closing in and locking on makes it hard to dodge your fire. If any ship weapons hit, this Crippling Attack causes -25% Defense, -10% Armor, +10 Morale Dmg/Turn for the next 3 Turns
It seems like if you're able to hit them to apply this debuff, you're able to continue hitting them. Possible exception is hitting them with railguns and then using low accuracy grav cannons once their defenses are dropped.
Consider tweaking to: - 25% Defense, -5% Armor -10 Range Change, +10 Morale damage/turn
Where the range change gives a benefit to all kinds of close-up activities. Armor decrease isn't demanded by the theme and for balance is reduced.
Alternatively you could just increase the scope of the talent by making it usable from position 4 as well as the standard 1-3. That way missiles which have high accuracy could start up the debuff and then plasma cannons at range 3 (as you advance) would be more viable.

The Gunner already has multiple rank 1 Talents that reduce range change or escape. I am not sure I see the reduction of armor as a good move in terms of their ability to apply varied debuffs to an enemy target.
Also disagree about "if you can hit them, you can hit them." Against a dangerous enemy, you might fire 3 weapons and get 1 hit. The debuff help increase the overall hit rate.
