As title. I recently got 7 crew to surrender, ended encounter via boarding, and only had one enemy crew available for conscription. If surrendered crew can't be conscripted, then I'm not sure I understand the purpose of the capstone commander talent 'Warning Shots,' unless morale damage in some way affected xeno dice pools or something?

Yes, you can conscript surrendered crew but not officers.

Awesome - thanks for the fast response! Just wanted to make sure I wasn't crazy for trying to tank enemy crew morale. It gives a nice counter to the "captain outleveling crew" problem when it happens to arise.

Yeah in this case it was Officers that survived but can't be conscripted, or Crew that died on the last round of battle, or in the boarding combat.
