Merchant talent Garner Favor skews low

So I get that ‘up to’ talents are random, but why does Garner Favor skew so significantly low?
Even with over 15 Negotiate on my Merchant, I get only +2 rep from Garner Favor at least half the time, and it does not exceed +4 another 40%.
It is incredibly disappointing.

I am sorry that you're having an incredibly disappointing time with the game.

I will take a look at this Talent's math and report back. Keep in mind that "Garner Favor" does reduce the Reputation gain once the Captain is above 75 Faction Rep.
