No matter which monitor Steam is active in, the game always launches in the Primary display. My current configuration is: 24" 1080p Primary display, 40" 4k Secondary display. I can switch the game to windowed and drag it over to secondary display, but changing resolution to 4k requires a game restart, which then relaunches on the primary display, capping resolution at 1080p.

Added Info: As you might suspect, setting my Primary Display to the 4k Monitor temporarily does indeed allow the game to run in 4k on that screen. However this is very much a workaround, as having said screen as a main display is a headache for a whole variety of unrelated reasons.

Sorry you're having an issue with it.
You could set the game into windowed mode and use the command line args:
winsize xxx winheight yyy

winheight 2160 winwidth 3840
You can also select 4K in the resolution list in-game, just pick 3840x2160 and set the game as windowed.
