Is 1 point of Stealth on captain enough for stealth dodge?

Some armors have a stealth dodge value that, to my understanding, require you to have any stealth skill to use. But whether it's working is kind of hidden.

If my captain has no classes that add stealth skill, but I did give him 1 stealth point in character creation, would that allow use of the full stealth dodge on those armors?

"Armor's Stealth Dodge grants dice equal to listed value or combatant's Stealth Skill, whichever is lower."
