Scout Search and Return

I just had a case where I tried to execute the first step of this mission, unaware that I lacked a passenger cabin. After I drew the Mission card, for an instance I saw the screen flash up where it says you lack a passenger cabin to take on the scout. Then, however, the successful completion screen came up...and I now have 3/2 passengers on my ship.

Yes, known issue that can happen.

Is there any systematic way to predict this: does it always happen with "Search and Return" missions?

Whenever you have a passenger/prisoner pickup after a blockade/spy/patrol, you can get end up with 1 over.
