When I got to Guun, I had a Zenrin rep of -17, giving me an e. rep of -6 with him. He therefore duly noted I'd need to make things right (i.e., get a Pardon) before giving me the story mission. However, right after that, he continued with the dialog, and gave me the story mission anyway.
Interestingly, this did not happen a few minutes later with Damien Lumotte (Mok rep -9, e. rep -2). I wonder if having a level 2 Trade Permit with Zenrin affected Guun's actions?
