full Command + Tactics NOT USED for BOARDING checks

Hovering gives me Boarding  51s + 231 

So full Command + Tactics listed in ship info screen IS NOT USED for range 1 boarding attempts .. Very far from it !

at the end of the turn when attempting to board  (no ill effects just 1xIncite Victory and 1xOverriding Discipline)
