YOU SHOULD ALLOW RECRUIT ROLLING WHEN SLOTS ARE FULL! IF THE RECRUIT's stats HAPPEN TO BE DESIRABLE make the player choose one of the existing crew / officers to dismiss and make room ! ( Again special case conscription .. use passenger and prison slots to hold the dismissed guys till port ) .
The current system forces the player to fly / fight with one less than maximum crew members if he wants A chance to upgrade his crew.
Early game might wanna roll better than starting officers from the free recruits available on stations. Also needs to fly full crew for maximizing skill saves and ship skill pools . land dismiss 1 then roll. Every time one lands. Pure tediousness!
Conscription . Need to fight ship battles with less than full crew to have it as an option. randomly losing people in battle not a worthwhile option. Here comes the issue of cannot dismiss in space .. one way would be to allow conscription if there are free passenger/ prison slots and auto reclaim those spots first time one lands to station.
Recruit as officer for the combat crew. One does not have the option of recruiting 4 very good combat officers from first attempt. How is one to improve / roll more recruits in the future when $ is no issue ? NEED TO FREE UP EXTRA OFFICER SLOT ! Dismiss a great officer guy / possible vignettes recruit FOR A CHANCE of a slightly better combat recruit ? Keep an officer slot permanently wasted to allow improving the combat crew ? MADNESS !!
On a station there should be no limit to the amounts of crew / officers . There should be a check when undocking "Sorry Dave ! cannot undock with extra +X crew / +y officers .. Dismiss the extras and try undocking again !"

Thanks for the FEEDBACK Sorry to hear that this system has created a tedious loop for your play. Cool concept but not something the STF system will be able to support at this poitn.
