What if Twitch Surge lowered your accuracy and defense by 5% each for the turn it was used during. It might be tricky to fit in given that it seems to last less than 1 turn currently, but I think if it were possible it would accomplish two things:
1) Make Twitch Surge very very risky as your only approach option if you're both relying on weapon cripples and thinking you can avoid most attacks with your base defenses. 2) Make complaints about Xeno twitch surges slightly less of an issue. If they're twitch surging they're a tiny bit less likely to hit you, at least.
An even better but more complicated piece would be to have ships with engine Agility below 15 take a 10% penalty to both accuracy and defense for 1 turn, but ships 15 and above would not be hit by that. (Or heck, grade it as a 0 to 10% penalty from ship engine agility 15 to 5 or something.)

Cool feedback, we have discussed pairing it with a minor debuff more than a few times. At the moment, after the latest round of AI-training improvements in which the AI promised to train Twitch Surge in a more reasonable fashion, things have been going much better

Twitch Surge is the one thing that scares me to death in ship combat, unless I'm running a close-range board, in which case I've gout about 4 Twitch Surges lined up.
Not sure it's OP, though--not being able to use other Talents when you do it is very costly.
