I rescued Vytautis, then got the orbit and the next thing was "Another Steel Song Officer...." But I hadn't gotten the first one yet. Skipped Off the Void, landed, took off again...and then I got what was supposed to be the first one.

You got all of these ship combats directly after leaving the zone on which you fought to rescue?

Please provide some details about the order of events (1, 2, 3 would be so helpful!) and timing.

OK, I finish the crew combats, at which point I have both the Consul and Vytautis on board (not related to this bug, but that has its own issues--the number of passengers displayed went from "1/0" to "0/0").

I was then in the Zone screen. Having just greatly irritated Steel Song, I couldn't do anything there (I could have paid wages, obviously, but IIRC, they weren't due), so I hit the orbit button. At that point, I got the second bounty hunter, the key giveaway being "Another Steel Song Officer" at the beginning of the dialog.

I either beat up that bounty hunter or Skipped Off the Void--can't remember which--landed, and took off again. Judging by what I wrote above, I landed again in the same zone, though I'm not sure why I would have done that, unless I was trying to trigger "Port Maintenance", but I don't recall intending to do that. Anyway, when I took off again, the first bounty hunter then appeared.

Small suggestion: you might be able to avoid some of the problems with timing if pursuing bounty hunters didn't appear until you actually move away from the system. On top of that, it's always a little odd that I can fight a battle in space and then hit the "Land" button and avoid the landing time.

Generally, the setup is that the BH do not appear until a certain amount of time has passed. We can't prevent you from spending that time in a single port and so sometimes the events do pile up.

It doesn't sound like that was the case here. Added to my list to investigate.
