Forgotten Secrets Waypoints

"Forgotten Secrets" is a multi-step mission that (apparently) allows you to complete the steps out of order. Because of that, it displays separate "Waypoint" and "Navigate" buttons for each step. However, no matter which one of those buttons you press, it sets a waypoint for the first step.

Note the the names of the mission steps ("First Stop", "Second Stop", etc.) suggest they should be completed in order.
