Quarantine Bug?

I'm not sure if this is a bug, but I've never seen it before. I arrived in a system with a "Quarantine" rumor, went to patrol, and had the usual "Reduce Rumor Length" card. After a few rounds of patrolling, though, I noticed there was no longer a card for the rumor, even after a couple of patrols.

Never mind, the card came back on later rounds....I guess that's what it's supposed to do, but I'd just never seen it before for some reason.

Yep, its not always present.
